Ok, you'll need all your luck here... this level is crap easy, until the luck part. Here's the strat:
Start with right-strafe and run towards the door. Many people dont strafe here, but I do it's not hard, and I think is faster. Anyways, strafe at the 2 doors and still with right-strafe run at this long corridor. When you pass by the door, turn right (dont stop running with right-strafe) and hopefully the tranquilizer chumps won't get into your way, and you can run safely to the place where you'll drop Elvis. When you're going down the ramp, stop strafing, go a bit left and release the flying thing with Elvis, it should go to the door. Run like crazy, and before the flying thing reach the door, stuck on it so it'll open. Left-strafe all the way back, and take out your Falcon. DON'T care about the tranquilizer guys... Keep going to the next part of the level, the SuperDragon guards. (door before them - tt: 28.6 or so)
When you reach the SuperDragon guards, don't care about them and open the door at the left. Hopefully, you won't get stuck on the guy here. Go left, and with your Falcon, shoot like a mad cow on the guard, reload, and kill the next one. Open the door and talk with Jonathan. Try to make he follow you (just like the Pres. at AF1) a bit, and when he says his last speech, "we need to get back to your friend", take out your SuperDragon at the 1st function and go back by the same way. There'll be 3 guards, and sometimes, a tranqulizer chump. Kill them as fast as you can, and turn 180º right away. Jonathan will move faster if you run backwards... So do it, until you reach the door. Open it, and with SD 2nd function, fire a grenade at the middle of the guards. Quickly turn right and shoot another one at the tranqulizer chumps (if there's any of them). Now stay at the part of the wall where Jon will put the explosives, hopefully Jon won't see you (and talk to you) until he get near the wall. Hope for a good Jon (Jon = when Jon says his speech)... a good Jon is 1:01/1:00.. best 0:59. Phil got a 0:56 once To my 2:30, I got 0:59. That doenst matter too much, since the crucial part is the end.
Pick up the remote mines, and throw 2 of them at some place where you want to. Take out your SD, open the door for where you came from and stay there, killing the guys that'll come. When the music stops, run to Jon and wait about 3-4s, it take some practice to time it right. Aim at the floor and shoot a grenade when Jon says his speech. Dont care about anything and fall out the ramp, and enter the room where Elvis is. Cut the animation and check your time.. For my 2:30 I got a 1:37. With SD 1st function kill the guard that'll be near the ramp, change to 2nd function and fire some grenades at the room where Jon did the explosive thing. Go back and push Elvis to the place where you'll have some nice talk Elvis sometimes is gay and you cant do anything.. just hope for a fast one. When he start talking, check out your time. For my 2:30, I got a 1:55 there.
Start pushing Jon to the ramp and kill anyone that get into your way. You must kill the guy near the consoles, because sometimes he kill Elvis. Keep pushing Jon as far as you can at the ramp, and when Jo says "but we cant leave you behind, there must be a way outta here" change to the Remote mine and RUN LIKE A MAD COW TO THE CONSOLE! When you reach the right one, press B 2 or 3 times and run to the other one. That's the fast way possible, but you can wait until the music starts if you want just a "nice" time. Press B at the last console and booyah, enjoy your new pimpin time!
BTW, you can get 2:30 with a 1:58 Elvis... Before my 2:30, I've had a 2:32 where my Elvis was 2:00, so it's a :32 end. On my 2:30, I've had a 1:55 Elvis, so it's a :35 end.
